राज्य ग्राम पंचायतों का संगठन करने के लिए कदम उठाएगा और उनको ऐसी शक्तियां और प्राधिकार प्रदान करेगा जो उन्हें स्वायत्त शासन की इकाइयों के रूप में कार्य करने योग्य बनाने के लिए आवश्यक हों ।

The State shall take steps to organise village panchayats and endow them with such powers and authority as may be necessary to enable them to function as units of self-government.
